The Intergovernmental Negotiating Body (INB) is drafting and negotiating a WHO convention, agreement and international instrument on pandemic prevention, preparedness, and response.
After 13 rounds of negotiations and three years of work, they hope to agree on a draft in a final session in April before the WHO General Assembly in May. The negotiations remain private, but relevant stakeholders can attend meetings in the morning, where they are allowed to make statements.
These sessions are also available to the public, and the recordings can be watched at this link. https://www.who.int/news-room/events/detail/2025/02/17/default-calendar/thirteenth-meeting-of-the-intergovernmental-negotiating-body-(inb)-for-a-who-instrument-on-pandemic-prevention-preparedness-and-response
As mentioned, in the first meeting of the last round of negotiations, the WHO expressed concern about the official resignation given by the US before the final round of negotiations and how it might affect the agreement—particularly regarding financing and the benefit-sharing system.
Maria, a member of the Events Team and a first-year MINT-Human Rights student, has attended the negotiations as part of her internship with the Sovereign Order of Malta.
